In Catalonia if a wine called is called Moscatell it is usually sweet, and if it is called Muscat it is dry. In the Penedès there are several wineries that produce Muscats.
In fact, Muscat itself is a grape variety like any other, and therefore can be made into wines of all kinds. What happens is that their characteristic aromas, very fruity and musky, make it ideal for making sweet wine, particularly considering its good maturity and ability to generate high sugar content.
